Combine the flour, pepper, and garlic powder in a mixing bowl.
After dipping the chicken wings in the egg, coat them with flour.
Melt the butter and oil in a large, deep pan over medium-high heat. Fry the wings in hot oil until golden brown and crisp, place in a single layer in a large roasting pan.
Mix the soy sauce, water, sugar, vinegar, garlic powder, and salt in a small mixing basin. Pour the sauce over the wings.
Bake for 30 to 45 minutes in a preheated oven, basting wings often with sauce.
Remove and serve immediately!
